Supplies:

  PSP XII

  PTU Tube used is called "City Queen" by Andy Cooper and can be purchased HERE 

  PTU scrap kit used is called "City Queen" by Disturbed Scraps and can be purchased HERE 

  Font used is called "Simply Glamerous" FTU

**This tutorial is written with the understanding that the user has a good working knowledge of psp and the usage of it's various tools.**

Let's Begin:

Open a new workspace 700 X 500

Flood fill white

Paste Elem. 95 as a new layer

Resize 68%

Tick the inside of the frame with your magic wand

Selections, Modify, Expand 2

Paste Paper 5 as a new layer

Send under frame layer

While stil selected paste Elem.43 as a new layer

Send under frame layer

Resize 68%

Selections, Invert, Delete the paper and city layer

Selections, Select None

Paste your tubed image layer as a new layer

Resize as needed

Place to the right

Paste Elem.35 as a new layer

Resize 56%

Place at the bottom left

Paste Elem.34 as a new layer

Resize 56%

Place at the bottom right under tubed image layer

Paste Elem.12 as a new layer

Resize 37%

Place at the bottom left under cat image

Paste Elem.40 as a new layer

Resize 34%

Place at the bottom left under cat image

Paste Elem.81 as a new layer

Resize 62%

Place to the left

Send under everything

Duplicate

Move over to the right

Paste Elem.88 as a new layer

Send under everything

Paste Elem.67 as a new layer

Resize 25%

Place at the bottom left

Paste Elem.101 as a new layer

X out the white background

Merge Everything

Adjust, Sharpen

Apply the appropriate © and watermark as desired

Save as a png for a transparent background
