  PTU Tube used is called "Tricks & Treats" by GraphFreaks which can be purchased HERE 

  PTU scrap kit used is called "Tricks and Treats" by Whisper In The Wind and can be purchased HERE 

  Eye Candy Gradient Glow

  Font used is "WaterPark" which is a FTU font ( I get all my FTU fonts at 1001 Free Fonts)

**This tutorial is written with the understanding that the user has a good working knowledge of psp and the usage of it's various tools.**

Let's Begin:

Open a new workspace 700 X 500

Flood fill white

Paste Frame.1 as a new layer

Resize 56%

Tick the inside of the frame with your magic wand

Selections, Modify, Expand 2

Paste Paper 5 as a new layer

Send under the frame layer

While still selected

Paste Elem.78 as a new layer

Resize 56%

Selections, Invert, Delete both paper and house layers

Selections, Select None

Paste your tubed image as a new layer

Resize as needed

Place to the left

Paste Elem.90 as a new layer

Resize 68%

Send under everything 

Paste Elem.27 as a new layer

Resize 68%

Send under everything 

Paste Elem.2 as a new layer

Resize 46%

Place at the top center of the frame under the tubed image layer

Paste Elem.3 as a new layer

Resize 28%

Image, Free Rotate, Left 18

Place at the top right

Apply an orange gradient glow of choice

Paste Elem.10 as a new layer

Resize 68%

Place at the left bottom

Send under everything

Duplicate

Move to the top right

Paste Elem.33 as a new layer

Resize 12%

Place in the center of the bow

Paste Elem.63 as a new layer

Resize 68%

Place at the top right

Send under everything

Paste Elem.95 as a new layer

Resize 56%

Image, Free Rotate, Right 90

Place at the bottom of the frame under the tubed image layer

Paste Elem.70 as a new layer

Resize 18%

Place at the bottom left under the tubed image layer

Paste Elem.59 as a new layer

Resize 25%

Place at the bottom right

Paste Elem.62 as a new layer

Resize 18%

Place at the bottom left

Paste Elem.87 as a new layer

Resize 28%

Place at the bottom behind the tubed images legs

Paste Elem.79 as a new layer

Place at the bottom right

Paste Elem.76 as a new layer

Place at the bottom right

Paste Elem.100 as a new layer

X out the white background

Merge Everything

Adjust, Sharpen

Apply the appropriate © and watermark as desired

Save as a png for a transparent background
